Global resources apply to all exams in the system, written or OSCE. When the candidate or the examiner (depending on which groups the resource is shared with) logs into the exam delivery platform, they will see any global resources in the resource list against every item in the exam.
The most common use case for this would therefore be if you have a set of generic examiner instructions for the OSCE. Perhaps a policy or general marking guidelines document. Adding this as a global resource means that it does not then need to be added to each item individually.
