When you create an item set, you can Include items in existing item sets. Including items in existing item sets would not limit the items available to be added to the item set, and all applicable items in other item sets will be available to add to the current item set.
If this option is disabled during the item set creation, a list of excluded items will be created to adhere to this condition. When existing item sets aren't included, any previously used items won't be added to the item set automatically.
How to exclude in item sets
To exclude items from an item set once it has been created:

Navigate to the item set and click Define next to Specify item sets to be excluded from this item set.
If Include items in existing itemsets? was disabled (no) during the item set creation or if a list of excluded item sets is already defined, you will see Change instead of Define.

You will then be directed to the item set excluded from the page where you can filter on and select item sets that exist to exclude from the current item set.

- Using the checkboxes next to each item set, select the item set(s) you want to exclude from the current item set. This will exclude all of the items within the selected item set.
- You may also use Select All/None to quickly select/unselect all item sets on the page.
- The Clear all will unselect all item sets regardless of the page you're on.
- The number of currently excluded item sets and the number of currently excluded items will automatically updated based on the selected item sets.

Once you've selected all of the applicable item sets to exclude, click Back to item set to return to the item set.
